DICT Sec. Eliseo Rio has addressed that the MOU w/ NEA/PHILRECA is to use the Poles of Cooperatives in the installation of the DICT-owned Fiber optics to deliver FREE PUBLIC WiFi nationwide and to connect all government institutions.
